Opening Remarks: Celebrating 20 years of the Smoke-Free Air Act. The Evolution of Tobacco Control in New Jersey

Nashon Hornsby is a first-generation college graduate.  A native of Neptune Township (Monmouth County), he earned an associate’s degree in Political Science from Brookdale Community College in Lincroft, NJ and a bachelor’s degree in Business Management from Morehouse College (Atlanta, GA).  Following graduation from Morehouse, Nashon returned to New Jersey and attended Seton Hall Law School, where he earned a Juris Doctor (J.D.) degree and Legal Letter Masters (LL.M.) in Health Law.  Licensed to practice in the State of NJ, Nashon has served the State for over 23 years.

Mr. Hornsby began his public service tenure as a Senior Policy Advisor to former Health Commissioner Dr. Clifton Lacy.  He then assumed the role of Procedural Safeguards Coordinator for the New Jersey Early Intervention System, where he coordinated dispute resolution efforts for complainants.  He was later hired by former Governor Jon Corzine, as a Policy Advisor on issues related to health, education and urban affairs.  Following this role, Mr. Hornsby assumed the post of Chief of Operations for the Department of Health, Division of Family Health Services, where he oversaw operational efficiencies and performance management and more recently served as Assistant Commissioner for the Division of Health Promotion where he oversaw the Community Health and Wellness (chronic disease control and prevention services) Unit, the Office of Primary Care and Rural Health and Oral Health Services.

Currently, Mr. Hornsby serves as Deputy Commissioner of the Population Health Branch that consists of the Divisions of Health Care Access and Opportunity; Nutrition and Developmental Services; Family Health Services; Health Promotion; and Syndemic and Substance Use Services.

Mr. Hornsby is married to Melissa Dyanne (nee Chisholm) Hornsby and the couple reside in Lawrenceville.  The couple has two adult children, and two grandsons.

Diane Litterer is the CEO and Executive Director of the New Jersey Prevention Network (NJPN) and has been a strong presence in the field of public health for over 30 years. Diane has developed state-of-the-art prevention programs and has managed several statewide initiatives focused on addressing issues related to substance use disorder and other chronic diseases. Diane works to foster collaboration across the entire continuum of care to maximize existing resources and create healthier communities across New Jersey for all.

Diane has extensive experience in tobacco control and prevention and has led state initiatives in New Jersey which have contributed to New Jersey's reputation as a tobacco leader. NJ was an early adopter of ‘Tobacco 21’ laws, smoke-free outdoor recreation areas, the elimination of flavored vape products and more. Diane leads Tobacco-Free for a Healthy NJ, which is a multi-strategy, comprehensive tobacco prevention program that follows best practices in supporting smoke-free housing, tobacco-free college campuses, smoke-free worksites and statewide youth and young adult engagement initiatives, Incorruptible.Us and Incorruptible.U, respectively. These programs encourage cessation and drive policy aimed towards reducing youth access and use and reduce harms associated with tobacco use and secondhand smoke.

Mayor Victor De Luca was first elected to the Maplewood Township Committee in 1997. He is serving his third time as Maplewood’s Mayor, a total of 15 years in that position. De Luca is a graduate of Montclair State University and was a Volunteer In Service to America (VISTA Volunteer). His 40+ year, professional life was in the non-profit field. He was the Director of the Newark-based, Ironbound Community Corporation and then the President of the Jessie Smith Noyes Foundation in New York City.

De Luca is a Trustee of the Maplewood Memorial Library and a board member of Springfield Avenue Partnership. He chairs Sustainable Maplewood and the Maplewood Affordable Housing Board, and also serves on the Maplewood Planning Board.

In 2015, De Luca was a Silver Inductee in the New Jersey League of Municipalities Mayors Hall of Fame and received the Elected Official Award from the New Jersey Municipal Managers Association. In 2018, he was inducted into the New Jersey League of Municipalities Elected Officials Hall of Fame and in 2019, De Luca received Sustainable Jersey’s Environmental Leadership Award. In 2020, De Luca received the Beloved Community Award from the South Orange Civic Organization and in 2025, he received the Citizenship Award from the Maplewood Rotary Club.   

Dr. Margie Donlon was elected to the New Jersey State Assembly in 2023 as the first female physician in the legislature. She has focused on both affordability for our residents by sponsoring legislation necessary to implement the new Stay NJ property tax relief program. She also has championed the economic development of Monmouth County by passing legislation to encourage film production in the State and removing barriers to those seeking liquor licenses at Fort Monmouth. Dr. Donlon has sponsored several pieces of legislation to improve medication costs and protect women’s reproductive health.

She is a board-certified practicing physician, specializing in caring for patients with injuries and disabilities. She holds a Masters in Public Health with a focus on Health Policy from Yale University, a Medical Degree from the University of Rochester and a bachelor’s from Middlebury College. She completed her residency training in physical medicine and rehabilitation at the Kessler Institute through the residency program at Rutgers (formerly UMDNJ) and received her certification from the American Board of Physical Medicine and Rehabilitation. Dr. Donlon is passionate about improving the quality of life for her patients and advocating for their needs. Currently, Dr. Donlon is the only Democratic physician sitting on the Assembly Health committee.

Previously, Dr. Donlon served as the Deputy Mayor of Ocean Township, where she sat on the town council from 2019 through 2023. In Ocean, she acted as the Liaison to the Environmental Commission, Shade Tree Commission, and the Green Team; and has worked in alliance with the Deal Lake Commission and Deal Lake Watershed Alliance on important local environmental issues. Dr. Donlon also served as a member of the LD 11 Economic Recovery Advisory Council in 2020 during the Coronavirus pandemic and was selected for Governor Murphy’s Healthcare Transition Advisory Committee in 2017. In 2018, she was invited to attend the U.S. Army War College National Security Seminar, where she discussed significant national security issues with future and current leaders of the U.S. armed forces.

Dr. Donlon is committed to promoting healthcare education, serving on the Board of the Surfers Medical Association and presenting research at numerous medical conferences, including the American Geriatrics Society, Association of Academic Physiatrists and Surfing Medical International.

An avid surfer, she is an active volunteer with the Surfers Environmental Alliance and the Best Day Foundation, teaching adaptive surfing to kids with disabilities. She also serves on the board of Surfing for Vision, an organization giving free surf lessons to visually impaired adults and children. Dr. Donlon resides in Ocean Township with her husband, Ron, and her two daughters, Amalia and Vera.

Traci Harr has been fighting for smokefree air since she testified at her first City Council meeting as a high school student. In her current role as the Midwest States Strategist for the American Nonsmokers’ Rights Foundation, she works in a challenging 13 state territory at the local and statewide level to protect all employees from secondhand smoke at work. Her career started at the University of Missouri in the Department of Student Life. She spent a brief time working in health information technology building the state’s electronic medical exchange network. Harr is passionate about the power of coalition building and grassroots policy change to impact population health.

When not crusading for public health, Ms. Harr pursues her love for travel to meet new places and people as well as enjoying adventures with friends and family.

Kenneth Ray, M.P.H., Director of Programs, Center for Black Health & Equity is responsible for overseeing the capacity building protocol, the application of evidence-based strategies in all disease and risk factor areas; and planning, implementation and evaluation of policy, system and environmental change interventions. In addition to a master’s degree in public health from Hunter College, City University of New York, and a bachelor’s degree in public health education from North Carolina Central University, Mr. Ray has more than 30 years of experience in planning, implementing and evaluating evidence-based interventions in state and community settings.

Tobacco-Free for a Healthy New Jersey Resources and Action Planning

Kim Burns has worked in the prevention field for over twenty-five years. She has been employed at Atlantic Prevention Resources (APR) in Atlantic County since 2000. As an employee of Atlantic Prevention Resources, Kim was the REBEL (Reaching Everyone By Exposing Lies) Tobacco Prevention Coordinator for the Atlantic County program for 10 years and became the Tobacco Programs Coordinator in 2010.  

Kim currently works on the Tobacco Free for a Healthy New Jersey grants, and is the Tobacco Coordinator for the Southern Region and oversees all APR tobacco grants. She is also the Atlantic Quit Center Supervisor. 

Elise Knapp is the Tobacco Free for a Healthy New Jersey Northern Regional Coordinator at the Center for Prevention and Counseling. Tobacco Free for a Healthy NJ is funded by the NJ Department of Health. Elise has worked as the Northern Programs Coordinator since 2016.  Her passion is to enhance collaboration with community partners in order to promote sustainable policy change with a goal of seeing all New Jersey residents have access to tobacco free living. 

Carlo Favretto Jr. is a Prevention Associate at the New Jersey Prevention Network, serving in the role of Statewide Youth Coordinator of New Jersey's Youth Tobacco Action Group Campaign — Incorruptible.Us. Carlo has been working in Tobacco Prevention and Cessation since 2019. He is one of the trainers and developers of Tobacco Free for a Healthy New Jersey's Don't Get Vaped In curriculum and makes sure that Tobacco Free for a Healthy New Jersey is always up  to date on the latest tobacco trends. 

Carina Chen, a college student from Oklahoma City, was selected as the Campaign for Tobacco-Free Kids' 2025 Barrie Fiske National Youth Advocate of the Year. From an early age, Carina Chen witnessed the harmful effects of smoking on her community and family. Carina’s passion led her to join Youth Action for Health Leadership (YAHL), a youth-led initiative sponsored by the Oklahoma Tobacco Settlement Endowment Trust. In 2022, she helped pass the Prevention of Youth Access to Tobacco Act, replacing youth fines with education and cessation programs. The next year, she partnered with the American Cancer Society to support a bill expanding access to cancer screenings and treatments. As a youth representative for the Oklahoma State Department of Health, Carina distributed anti-tobacco resources to adolescent caregivers statewide. Motivated by her family’s experiences with tobacco, she champions immigrant communities and amplifies youth voices in public-health reform. Carina is currently studying mathematics at Princeton University.

Workshop #1 - Evolving Legal Requirements Related to Schools Including Assistance on E-Cigarettes/Vape Pen Management Disposal

Evan Aleksejczyk has10 years of experience in RCRA hazardous waste permitting program in New Jersey. He currently supervises the hazardous waste permitting section. The section specializes in the permitting of hazardous waste treatment, storage and disposal facilities. They also provide guidance for hazardous waste classification and disposal. 

David Nash serves as Director of Legal Education and National Outreach for the Foundation for Educational Administration. In this role, he oversees the LEGAL ONE program, which is an innovative school law training program that has provided training for thousands of school leaders, educators, counselors and other key stakeholders in New Jersey and nationally.  Mr. Nash previously served as Legal Counsel for the New Jersey Principals and Supervisors Association, where he presented school leaders when legal issues arose related to their employment. 

Kevin Veltre has worked at the Department for about 4.5 years handling hazardous waste permitting in New Jersey facilities, waste classifications, assisted in rulemaking efforts involving PFAS and Open Burning/Open Detonation, and developed guidance documents for proper management of hazardous substances including expired hand sanitizer from COVID and confiscated e-cigarette components in NJ schools. 

Workshop #2 - Youth and Young Adult Use of Emerging and Trending Tobacco Products

Kimberlee Homer Vagadori, M.P.H., is the Project Director for the California Youth Advocacy Network (CYAN). In public health for 25 years, she is an expert on youth and young adult tobacco and cannabis use behavior, engaging young people in systems change initiatives, and smoke and tobacco-free campus advocacy. She has successfully coordinated systemwide college policy initiatives in California.  Ms. Homer Vagadori also provides assistance and training to local, state and national organizations on issues such as youth engagement in local advocacy, campus-based tobacco treatment, and youth and young adults substance use. She received her BA in Political Science from UC Davis and MPH from San Jose State University.

Workshop #3 - Tobacco Product Waste: Problems and Solution

Willow Anderson is a Senior Staff Attorney with the Public Health Law Center’s Commercial Tobacco Control Program. In this role, she provides legal technical assistance and litigation support through the Center’s Federal Regulations Project and supports state and local jurisdictions on policies aimed at reducing the harms of commercial tobacco use. She also serves as founder and co-chair of the Nicotine Waste Alliance, a multidisciplinary working group focused on developing upstream solutions to the growing problem of tobacco product waste.
